I have solved the problem - at least in my case. I'm glad I had iMazing but you shouldn't be required to have a $40 program to make this work. So it seems like the camera import function in Windows is broken right now, possibly because I had the HEIC format turned on and not the most compatible JPG format. And then put each of those groups into a folder on my PC. I was able to go to each of those months and select all photos and click Export. Using this utility I saw my recent photos grouped into months - Sept, Oct Nov. What saved me was the fact that I own the "iPhone Swiss Army Knife" an application called Imazing (available for Windows and Mac) It's about $40, but I got like a Black Friday week special. I even tried manually copying the photos using the built in Windows File explorer. Anyway today both Fast Stone and Photos failed.

I haven't been a big fan of the Windows 10 Photos app as it has given me problems in the past. Granted I was trying to import about 600 pictures / videos which added up to about 1.5 GB. Today was the first time I tried to Import using my new iPhone 11. I also changed the picture saving format on the iPhone (Settings > Camera back to JPG. I was able to get some photos off of the iPhone back in Oct 2018 and then use a free converter put out by the folks at iMazing to get them into JPG format. The iPhone starting saving pictures in Apple's new high efficiency format. I had no problem importing pictures into Windows with my iPhone 8, although I ran into a little hiccup when iOS 12 came out.
